How could safety-critical software be "late" ?

Because it's safety-critical, it would need to be developed using a proven software development method.

"Bright ideas" would be prototyped and "change packages" developed.

Changes would be introduced in a controlled manner.

Data would be being collected on "reliability growth testing" and "added value".

sometimes things don't go as you planned... maybe something new came up and ruined the entire project
