Best backened web development software?

I designed a community website and need someone to make it functional. What skills should I require them to be proficient in?

To day there are so many ways to do it. I use PHP, HTML, CSS and MYSQL for the database. There are things that are called CMS Content Management systems. They are built and ready to do, all you need to do is design the templates. The CMS gives you the back end...... meaning the database and all the componets are designed for you. All that is left is the design of the site. The best source or opensource CMS. if you are talking about programs to help you design a site you are talking about Dreamweaver.

It depends on your website. There are a lot of software platforms that you can use to build applications with. Some are free(linux,java) some are not (microsoft). But your application exactly decides which software is to be used. If it is a normal application.

The easiest way is to post that project in open forums and then get response.
