I need a budget development software for a university. Any suggestions?

I am developing next year's budget using Excel spreadsheets. My line manager is not happy to use Excel for this. So I am looking to use a proper budgeting tool. There are many available for commercial organzations. We are an educational institution involved into various projects and budgets. Individual depts also need to create their own budgets and I consolidate them in Excel. I am looking for an alternative package to do this.

If you mean cheap development software: I suggest Eclipse used to develop Java software its completely free, non-proprietary and will run on all platforms that has a Java Virtual Machine which at the last count is most (Unix, Windows, Mac, Linux).

for the first one, money or excel maybe.

for the second try the express 2005 versions on the microsoft website. They have VB.Net, C++.Net, C#.Net, Interdev and SQL
