What kind of programing language is good for implementig script programin, and development of new software?

i am trying to develope a soft ware of different language other than english language, so tell me which programming language is more reasonable to use for implementation? thanks in advance

Any programming language with support for Unicode and i18n. Any major mainstream programming language will do. C, C++, Java, C#, VB.NET, Perl, Python, Ruby.
