How can reliable software be sustainably developed ?

But isn't SOME engineering all about cutting corners, by NOT rigorously engineering.
How do you lock out the self-styled efficiency experts who will destroy your "software development environment"
Cutting corners does not save money if the software is safety-critical and is supposed to be rigorously engineered.

It would work if problems or potential problems are brought to the attention of staff who might be able to suggest a solution. But usually "secret" "cells" in your organisation will launch their own initiatives, bypassing proper methodologies.
