How to create software?

Hi I have an idea for a logistics software suite that I want to create. The problem is that I do not have any training in creating software. I know exactly what I want it to do and how I want it to work, I just dont have the skill to make it happen. What I need are individuals with the training in software development, that I can dictate to what I want and they can make it happen. Where do I find these people?

Rather than still being in school, I have many years experience in software development and my current job involves very user-oriented software design using the .NET framework.

You might want to approach your local Small and Medium Enterprise (SME) government department for assistance in that area of work, failing which you can always try your luck on www.craigslist.org asking for help?
