I need a software tool to help identify, categorize, and prioritize work requests, change request, and bugfixs

I need software to help my rapid application development team process and document incoming requests, document bugs and change requests, and provide some reporting. Any ideas?

Ever thought about using "fogbugz" or Rational's "ClearQuest". ClearQuest even has a web based interface. I'm sure you are using some type of source control software (CVS, sccs, etc..). You might want to find bug tracking software that integrates with your source control software. It'll make things way easier.
