How to send feature request to the Yahoo's Development Team?

I want the ability to send messages to specific members on Yahoo Groups.

For Instance, I want to be able to send information regarding an event, but only want to send it to people who are located in a specific city. This is currently not possible with Yahoo Groups.

I would like to send feature requests to the Yahoo Development Team, so they can consider them for the new software releases.

I have some other features that I would also like to request.
