What is the role of vendors in developing an applicantion program?

What is the role of vendors (software developers) in developing an application program for an organization, which has outsourced it's software development.

They are supposed to be sensitive about the client麓s needs. A client may think that its needs are just logistics and a vendor can dig up and find that interdepartamental communication is what麓s slowing them down.

a vendor should interview the client if they want to make a totally customized application program for them to find out exactly what the client's needs are so to best meet the needs of the individual or organization contracting for the work.
