Were there delays in Collins software ?

If legacy software existed, would it be fairly easy to set that software to work in the new system ?
Does that mean suitable legacy software was not available ?
Would Collins project contract have been signed if there was no suitable legacy software available ?
Does that mean suitable legacy software did exist ?
Does that mean an unsuitable version of software must have been made available.
Should there have been a chain of custody from accredited software to software that was made available to the test team ?
Does there need to be a chain of custody from what was available at the time of contract signing to what was available to the test team ?

The book "Collins Class Submarine Story: Steel, Spies and Spin" may allude to this.
