His Royal Pakpanang River Basin Development Project
Currently, Pakpanang has numerous physical, environmental, social, and quality of life issues. Pakpanang is not a prospered area like it was years ago, but Pakpanang is now desperately in need of resuscitation and development.
His Majesty the king has concerns with the several issues that have been impacted residents in 鈥淧akpanang River Basin鈥? Pakpanang River basis covers large areas of Nakhon Sri Thammarat and nearby provinces includes Pakpanang, Chaoad, Ronpibon, Chiangyai, Hoachai, Julaporn, Mueng and some areas in Bangkanoon in Pattalong Province, as well as some areas in Ranod in Songkha province also affected by the issues.
In the past, the residents around Pakpanang River Basin were wealthy and the environment around the area was prospered both in fertile soil and river. Thereafter, there are various issues such as invading the reserved area, wood slitting, depleting water. Moreover, the Pakpanang River Basin has a large area that covered with sour water and acid soil that bad for agricultures. Therefore, many residents change their careers and migrant to work else where. As a consequence, Pakpanang is now one of the poorest regions in the country.
His Royal Initiative
His Majesty the king has an inspiration to improve quality of life and eliminate physical, environmental and social issues in the Pakpanang River Basin Area.
The following are some vital events of the project:
13 September, 2521 his majesty the king and consultants has began to diagnose the irrigation issues in Nakon Sri Thammarat. In 2524 the Royal Irrigation Department has begun to lay plans explore and design the faction carry to lead wood channel. 19-22 November, 2531 the Royal Irrigation Department created a project to facilitate southern resident whom impacted by natural catastrophe. After, His majesty the king has considered Pakpanang River Basin Project for a few years. 2 October 2536, his majesty the king gave a crow to executive committees about Pakpanang River Basin Project.

You introduce Pakpanang before ever telling your readers what or where it is. So in the first sentence the reader is already lost trying to figure out what/where is Pakpanang.
How about this?

The acidic soil makes it impossible to grow crops, cultivate crops, etc

Thereafter, there are this is incorrect English as well!
You use terms you need to define:
wood splitting
invading the reserved area
depleting water
Therefore, many residents change their careers and migrant
Many residents changed their careers because of "explicit events that need to be defined in detail" and migrated (NOT MIGRANT)
As an example
Due to the unsuitability of the acidic soil for agriculture and the contaminated water supply robbing any type of fisheries livelihoods, many local residents were forced to change careers. These local residents migrated to Bangkok or other metroplitan cities in search of work. The mass exidus of local residents has left the Paknapang River Basin Area as one of the poorest areas in Thailand.
