I have a school project where I have to plan and construct a city and figure the cost--any ideas?

Go buy any of the SimCity games. They are a good basic start to making a city and seeing what goes into it, such as zoning, roads, general infrastructure, taxes, etc. Just be sure to factor in city salaries and city buildings, since most buildings will be built by other people.
