Is building a memorial anywhere is lawful? Can community folks oppose the project?

A developer in my place wants to establish/develop a vacant land into a memorial. We and the folks afraid that it might affect the environment needless to say the sanitation. We are planning to gather signatures in our community to oppose the project.

Not inevitable at all. Just because it's a memorial, it doesn't get any special treatment under the law. It has to meet the zoning code. It can't lead to traffic congestion. It can't increase noise in a residential neighborhood. Without all the detailed facts, I can't get you a lot of more examples, but the fact that its a memorial has no legal significance. It can be placed anywhere and should NOT be in a neighborhood area. You can fight and win this if you organize and present FACTS to your local government. Make sure you say: "We are not against the memorial. We only oppose the location."

on the other hand it might do good.
