The Operation Could not be completed, c#, Visual Studio Express Options

Whenever I recompile my project, and try to run it, I get the
following error:

"The Operation Could not be completed".

I can only run the program if I go to the task manager and end the
appname.vshost.exe program.

How can I remove the error?

Unfortunately, if I uncheck that box I get the following error:

System.Security.SecurityException: Request for permission of type 'System.Net.WebPermission...' failed.

I've tried modifying the security options but that hasn't helped.

Here's what I think might work, let me know how it works out:

1. Go to Project Properties
2. Go to the Debug tab
3. Uncheck "Enable the Visual Studio hosting process".
