You seem to be suggesting A - there was a problem with the organisation.
You seem to be suggesting B - that Ken was a problem.

Even if there was a problem with the organization it doesn't necessarily follow that Ken was a problem.

Only significant trends to the direction of decisiveness could bring the defender into a charge.

As far as I know Ken wasn't present (hadn't been recruited to the organization) at the time of the move out of building 43.

However Ken was recruited near that time, so Ken and the move from 43 are forever linked.

Supposing there are problems subsequent to the move from 43, it's very hard to tie them to Ken.

For all we know the move itself from building 43 was an unmitigated disaster, with the organization and the project subsequently in free fall.
