Stuck in Project Management, need opinions?

I am managing multiple project and have a business analyst who is supposed to gather all the requirements and finalize the analyze but she has been dragging her feet and always having an excuse/reason or a personal/family matter for not having completed her tasks. everything has stopped or is waiting on her completing her job before we can move on. I have flagged this to the boss, but he likes her and has done nothing about the situation. My application developer teams are frustrated and we are falling behind our deadlines and have missed our completion date for analyze already. I am concerned that our delivery dates for the rest of the phases are going o be delayed and do not know what to do about the situation. The BSA does not seem to be concerned at all as she has already mentioned that she wants out. Any suggestions on how to Handel the situation?

There are many things that can be tried depending on the exact situation. Here's some things to consider, in no particular order :

1. Some organizations have project sponsors - someone in senior management who oversees the project. Now would be a good time to seek help from the sponsor.

2. Re-estimate / re-forecast the project based on current progress. Based on current information, the project will be late. Make sure everyone understands that if nothing is done the project will be late. This will also increase the peer pressure on the BSA.

3. Talk to the BSA. Why does she want out ? Maybe you'll be in position to do something about it. Maybe you can help her get out sooner if she does a good job for you.

4. Is it possible to divide her work into sections ? Can other people get started with just a complete section of her work or does the whole thing need to be complete ?

5. Document this situation as a risk. Discuss as a team what can be done. Offer suggestions to management about how to mitigate the risk.
