I nedd people who uses techniques in Project Time Management...?

Techniques like Network Diagrams, Critical path Analysis, Gantt Charts, Critical Chain.
I need your opinion or your feelings towards these techniques, also using management software like MS Project and managing the people issues involved in project time management.

please answer it as briefly as you can..you can be a very very big help...thanks a lot!

Simple answer is to start off simple. Until you outgrow a basic technique you will not get the benefit of a more sophisticated technique. I have started people off in Excel and when they got the basics, moved them to Project.
Start with a work breakdown structure and see how complex that is. You can expand to MSP if you like. MS Project is not the greatest tool but it is the most common. Read the referenced article for more info.
