Does America consult someone before going to war or is it the presidents decision?

i need to know because i have to do i project for tomorrow and i need to know

Consult??? Hahahaha. Bush made the decision all by himself
Past Presidents did consult with Congress, but not the Almighty Bush. He and Cheney thought as long as we were already in Afghanistan we should cross the street and pay Sadaam a visit and see what he had that they wanted.
