Do I have to take the New Jersey DMV "Knowledge Test"?

I'm moving to New Jersey from California, and I have a California driver license. On the NJ DMV site, the site says that if you're coming from out of state, you need to present your current license, take a vision test, and a "Knowledge Test," but then it says the "Knowledge Test may be waived." But why "may"? What determines whether or not it's waived?

The actual text from the site is below:

How to transfer your out-of-state license

Visit any MVC Agency and purchase a permit for each class of vehicle you will be operating

* You will need to bring your out-of-state license and required documents to pass the
6 Point ID Verification

After you get the permit(s), visit any Driver Testing Center to take a vision test, knowledge test and possibly a road test. The knowledge test may be waived if you are 18 years or older and posses a valid, non-provisional, non-GDL driver license. The road test is waived if your out-of-state license is currently valid

i am from NJ all my life

all you do is come here and take an easy vision test. dont sweat it. you do it right there while in line changing your address and the same time. its about 20 seconds long.

you only take the knowledge test or road test if you are under 18. the knowledge test is doing the written test all over again.

the difficult thing to pass is the 6 point id verification. bring every document you own. they are very strickt on this. good luck with this one. for some people its difficult to prove your identity with them. bring bank statements, college id's, passport, DL (4 points), letter with new address, ss card, marriage licence, divorce paper or military id. thats all they will take.

cp

I moved back to NJ when I was 18. I only had my license for 2 years. I had to take the vision and knowledge test. Just make sure you bring your six points or you'll have to go back.
