Who was killing off the Collins functionality ?

"Collins Class Submarine Story: Steel, Spies and Spin" lists some key people.

What happened to the bayesian fault-finding logic ? What happened to the "knowledge-based expert system" ?

Some or perhaps none of the key people approved of amending the contract to remove that functionality if indeed that's what happened.

Who was killing off the Collins functionality ?
Are they serving custodial sentences ?
Are they immune from prosecution ?

probably their own lack of interest. and since they're not in jail now, I think that is not considered a crime...
