IT DEPENDS ON THE STATE WHERE YOU LIVE.
In some states, if she took them out of the state in violation of a custody order, it may be seen as parental abduction. You did not say if this was just a short trip, or if you are being prevented from seeing your children.
It is false that when both parents share custody (married or divorced) that either parent has the right to just do what they want, against the will of the other parent.
You need to check with a lawyer in your state, to find what the law is, there.

Yes, it is unless the custody ruling says she cannot take the kids out of the state or out of the court's jurisdcition. You can petition the court to prevent her from doing it again.
If she took them out of state permanently you can ask the court to force her to bring them back.

Who is the custodial parent? Who do the children live with? That might make a difference. But unless she is not the custodial parent, there probably is not much to stop her. Kinda trashy of her to do so with out at least letting you know.

For a vacation sure, to live not with notifying the court

Maybe not state lines but country lines, Probally... It still would be nice for her to tell you were she is going!~~~
