I'm poor english student. Can anyone translate this to much easier phrase? Or tell me basically what it means?

Basically, it's saying that to make work quicker to do, people must want to do the work, be happy about doing it and want to do it to make the change a positive one. Does that sound about right? Wow....english class sounds BORING. Come to America and learn English via immersion. It's better than translating dull crap like that.
