What does a information technology official (ITO) do?

if you are an ITO or know the job of one please answer.
1. how do they plan systems intregration within their enterprise?
2. what specific steps do they take to ensure a quality implementation?
3.do they use the system development life cycle (SDLC) as a basis for operational quality and program completion?

1. Primarily this is achieved by a needs analysis, then working with the business to identify integration points and build plans around each integration. (this is an extreme simplification of a complex process)
2. Use of an SDLC helps with ensuring quality. I have found that a strong cadence of stake holders, along with a "release early and often" model allows for early identification of issues and necessary course corrections.
3. Yes. SDLC is a generic term, though. There are many SDLC's, some more defined and appropriate for a given situation than others.
