How to Start up an E-Business?

I am going in to business with a designer who is a good friend of mine. We are creating an online clothing company... We are going to be a partnership and share responsibilities 50/50. Legally speaking how do we start this business, without getting in to federal trouble...
I.E. What forms do we need to fill out, what do we need to register ourselves as, and with whom?
DBA?EIN?Seller's cirtificate?
Can anyone shed some light?
