What's the netti-gritty of starting an international e-business and run it without having to spend a fortune?

This will be an e-business focusing basically on export of Textile / Apparels / Ready Made Garments to North America and the European Community from South Asia. So, this has to be able to attract the attention of related Garment Buyers / Importers from the concerned regions.

So, how does one go about (1) Starting and running an e-business in general and (2) with particular focus to Textile Export from South Asia and at the same time (3) attract the attention of the right kind of people (i.e. Buyers from North America and the European Union) to that business site.
