my only suggestion would be to try and get a student from a tech school or college or even high school to do it for cheap or in return you could promise them future it work and recommendations. a student may do it for free because it would look good on their resume. try local schools by putting an ad in their school paper or find the computer labs and put up flyers. or simply ask the students that watch the lab because they are usually computer majors. could also ask the computer teachers to get their students to do it to gain real life experience.

what type of designing that you wish? For free hosting, there are quite some available, some of my friend use this site http://suggestionsite.com/viewtopic.php?... , check their plan out. They offer cpanel and fantatisco,FTP access,MySQL and more.
But I think you still have to do the designing of your site by yourself.

Nevertheless, with Fantatisco, you can install the ready made scripts and there you go ready to publish your site online. As it goes, you can then made changes to your site and "design" it the way and look you like.
