How would one describe the impact of e-business on the global legal environment?

If one knew what they were talking about, one woudln't talk about "global legal environment" at all, since there is no such thing. Developed countries widely use two different legal systems, the common law (the anglophile system) and the code law (the francophile system). Outside the developed world, there are still coutries ruled by totalitarian regimes, where executive decree stands above both legislation and judicial decision.

Also, the impact mostly happens in the direction opposite to the one you posit. For example, Internet gambling has no impact on U.S. gambling laws, but the U.S. gambling laws definitely have an impact on Internet gambling. Another example is online banking; it has no impact on banking regulation anywhere, but it has to comply with banking regulations in jurisdictions where it it offered.
