Can anyone tell me what permits I need for a restaurant?

I live in Pennsylvania and it's like living with a super strict step-father!

I know I definitely need permits for the following:
Outdoor Seating (we want dog lovers to enjoy us)
Outdoor Lighted Signs
Dumpsters

Since we're a BYOB, I'm not concerned about the Liquor License.

I'm at the PA Businesses website and it's all in legalese.
Can you folks help me? Is there a "Restaurant Owning for Dummies?"

Occupancy Permit from the Fire Department/Fire Marshall
Health Safety Permit
Sales Tax Permit
Alcohol Permit

That should cover most of what you need.
