How to start a home-made sandwich business?

I want to know what really takes to start a sandwich making business. I am planning to sell home-made sandwiches to various food retailers. Now i like to know who should i hit first among the following and why:
1. Bakers
2. General Grocery Stores/Corner Shops
3. Food Marts

How should i plan my budget. What would include in marketing costs? Please answer in detail and give ideas as many as you like.

if you are working out of you house they won't buy from you unless you have had health inspection, and you can't sell food from your house because they won't give you an inspection,
