Is there any help to start a small business?

I want to franchise out but I've been told by a friend who has started his own business that I would need like 30k up front. I am wanting to know if there are any federal grants for someone like me?
also my dad is wanting to go in on this with me should I let him or do you think that that would cause a problem down the road. I have been running this other mans shop for the last couple of years so I know how it all works my dad is just trying to retire what say you.
