How do I create a css script website?

I need to change my existing website into a css scripted website. I have read lots of stuff and it confuses me. My website is www.bengareth.com I need certain sections to be secure only and require usernames and passwords, I already have this security through my website host Yahoo small business (I am not a business it is just that the services were not there otherwise).
