Should I take the Job-Heeeelp!

Okay here's the deal. The job is located in another state. The salary range was originally between 65-90 k but suddenly the recruiter/manager revealed that HR cut the range to 65-70k. I'm currently unemployed but im starting my own business and finally doing somethings locally that I been trying to do but couldn't becuz i was working and going to grad school. During the interview the manager said that she wanted to hire someone by the 1st week of July so I rushed down there to do my interview but didn't hear a response until the very end of July.
When the manager finally got back to me (after a few follow-ups on my end ofcourse) she contacted me by email with a take it or leave it type of tone. She told me that she can call me if so desired. It's funny bc I thought that most offers were formerly given over the phone anyway. I mean it seems asthough she just wanted to communicate via email and keep me in the dark. So i gave her a time to call me and she said she couldn't talk that day or time and said that i can give her another day and time. Please note that I did call her and she didn't get back to me so I gave her a time to call me, which she couldn't do. It seems as though she isn't even willing to initiate the call and expect me to gravel for a job that i wasn't even formerly offered.

So my question is should i take it or is her tone an indication of ambiguity and condescending behavior that I can expect to receive once I pack up and move to another state? The pros is- the job offer a important certification in my field, gives me an opportunity to do what i love to do (business consulting), and offer a sense of decision making freedom. The cons- The salary has been cut dramatically. I have a Masters and more than enough experience for the job (even she said so). Im really making progress with my entrepreneurial goals and network and don't know if i want to throw that away right now. The
manager's lack of initiation to call and/or offer a formal job offer raises an eyebrow and make me feel like Im not really wanted and purposely being underpaid. I mean salary ranges are atleast a 10k range not a mere 5k (i use to work in HR so Im somewhat familiar with the range of salaries). I don't want to pass up a good opportunity to grow but I don't want to be made a fool out of either and it's too far to go to be mistreated (i just came out of a hellish work environment and not eager to join another one).

I hope someone can help me. I still haven't told the manager a new time to call. I'm stalling right now I suppose..

I think w/the games and unprofessionalism, not to mention cut in pay sounds like they don't have their act together. Your hesitant for a reason, you know something is not right w/this job, follow your instincts. I think you should give your own business a shot first. I'm a recruiter for a large organization and with what your telling me something seems very wrong here, odds are it will only get worse, and as a recruiter I would tell you to turn this job down. But ultimately it's your decision. Best of luck!
