S.AMDT.4132 to HR 4444: To provide for the application of certain measures to covered countries in response to the contribution to the design, production, development, or acquisition of nuclear, chemical, or biological weapons or ballistic or cruise missiles.

Highlights:

- Suspends U.S. assistance, military contacts and exchanges, and scientific, academic, and technical exchanges between the U.S. and the nation found selling WMDs

- Denies access of U.S. capital markets to state-owned enterprises and companies owned or controlled by covered countries or nationals of covered countries

- Requires the President to submit an annual report to Congress that identifies and monitors actions by nationals of covered countries known to produce WMDs
