How long do you get breathing room when you start a new job?

I started a new job in a local government doing mostly Web application development. They gave me one job to do due in about a month, and they really haven't given me anything else except scheduling me to go to two trainings, attending a small number of meetings, helping senior staff. It looks like I'll be having at least 4 weeks of almost do-nothing time in this new job.
Is this normal? Could this be a sign of problem? However, it tends to be slower paced in the government.

They probably don't want to overwhelm you at first. I would not worry...typical for government.

If you feel that you are doing nothing, my suggestion is to ask for more, that way you move faster and get raises quicker.

If you want to be ordinary then do nothing, if you choose to be extraordinary then fill your time with important work and learn.
