Why would oops be a poor choice for application development?

OOP is the best choice for development

I can't really think of a truly bad reason. OOP is fairly difficult to learn, and really hard to master. So the learning curve could present some challenges.

If you are working on a small project, it may be overkill to make everything object oriented but I can't think of any reason it would be a poor choice.
