Why are people slow to take torture of women seriously?

This is partly a follow-up to someone's question about violence against women. They asked about torture.

There are many examples of torture against women, yet people are hesitant to think of women as victims of torture.

Ban Ki -Moon, head of the UN, has promised (we have heard promises before, w/o follow up) to take torture of women seriously -

They note that the application of international instruments and the development of strategies to condemn and punish torture 鈥渉ave been slow to take into account gender-based aspects of torture, such as sexual violence, and have treated severe pain or suffering inflicted on women in the private sphere as a domestic affair.鈥?

Why are people slow to take torture against women seriously? Do you think we have normalized it - b/c it is often thought of as part of culture or tradition?

I do realize that torture against any human is horrific. My question has to do with women in particular and how gender roles affect the situation.

Most people are too disconnected from the incidents. Although they hear about it on the news and feel some empathy for the women and men involved, the next day it's back to work/school and the thought has already left their mind.

I personally enjoy involving myself in improving the Earth and it's people's circumstances to the best of my ability. But we need a large group of people who are truly determined if we expect to see change within our lifetime.

This may sound very sexist but I think part of the problem is that in most countries rulers are men. And still politically there are very few women out there with any kind of leverage and they are not using it on this subject.
The fact that most countries where this happens take it as some cultural difference is appalling. That is not an excuse for the torture and killing of women.
Besides how many stories in the news lately have you seen about this very subject? I haven't seen any. It's very sad really.

Violence against women (including rape) is condoned in the bible, just as slavery is.

People work the "good book" to their advantage. I'm not as educated on other religious texts, but it is possible that it is noted in those book as well.

Anyone can go over to them places and live as feminists. No-one is stopping anyone. There are plenty of left over feminists in the western world.

I am all for any feminists to go over their and work at the root of other countries problems.

Just not the western world where feminism is not needed anymore.
