What is an Information Architect?

I would like professional advice on this, I am trying to figure out what the job title Information Architect means, I have seen job postings for this and I am not clear on what the duties would be.
Are you basically a cross between an artist and programmer, handling the overall site presense but with no deep back-end skills.
I come from a web/design/development background,(having held a variety of design, front-end dev, and some server-sdie scripting. but I dont have the high level progamming knowledge or CS degree to be a real web application developer, and think I would fit well in this type of role? Would it be possible to transition into this from a designer role(since its subjective and im tired of not being good enough)

the web is still growing and I think this is just another title that has come up from nowhere, but no one knows exactly what it is, because it crosses so many different depts.

Yep, mostly it's a web designer with lots of experience. With the exception being an IA, will likely have to have at least some programming, database, information management experience as thefocus is on the usability and management of the information instead of solely the way it looks.
