Is this is a SCAM ?

If you never applied for that position or visa or whatever the email is saying, then it's a SCAM.
And usually things like that won't be done over email, but via post or phone.

So it seems like a scam.
Also, a formal letter won't have "congratulations" in it nor will it have names in all capitals I think. Neither "IMMEDIATELY".

i would'nt trust anything coming from ghana or nigeria,personally speaking,i recieve so much scam offers from them,they had it on television a couple of months back with all these people from those specific countries ripping people off,i would delete it or report it as spam if i were you.
